“Governance” within Integrated Water Management (IWM) can be defined more inclusively as a gradual, continuous and holistic process of short, medium and long-term decision making that takes into consideration the on-going conflicts, competition and resolutions between various groups that has a stake on a watershed . A key element within this inclusive approach of governance is its increasing recognition in dealing with Heartware - in addition to the ‘hardware’ (science and technology) and ‘software’ (institutions, policies, participation, information and financing) aspects of governance. ‘Heartware’ however is still an evolving and working concept. In essence it is an emerging conceptual tool that can be used to assist decision-makers to deal with community’s internal and collective willingness to solve complex sustainability problems. Heartware can start from a simple feeling initiated by strong emotion or thoughts, and subsequently evolve into motivation to start corrective actions to cure problem(s) – all with the goal of eventually reaching a satisfactory decision and solution regarding a common issue. The way in which we deal with heartware will then influence (strengthen or weaken) the negotiation process that are embedded within the various pillars of governance (e.g. institutions, policies, participation, technology, information and financing) and how the implementation of these pillars can be dealt with effectively. Heartware is the non-tangible and invisible ‘glue’ to the process – and therefore should not be taken lightly in the decision making process.
